Speaker Bios


Bernice Harris is GSA's Division Director for IT Schedules (Schedule 70) and has over 15 years experience as a contracting officer who helped establish the Professional Engineering Schedule. She has extensive experience in in IT and Services Acquisition, and is a strong advocate and supporter of minority, women owned, and disadvantaged businesses.

Roberto "Bobby" Llames is the founder and president of Enterprise Solutions, Inc., a company that focuses in providing management and IT consulting services with emphasis on full life cycle knowledge management solutions to commercial and government clients. Prior to Enterprise Solutions, Bobby has successfully supported start-up companies in developing and expanding their corporate business base as well as developing corporate capabilities and core competencies.  Prior to starting Enterprise Solutions, Inc., Bobby was the Managing Director for the Washington DC Business Unit of ASI Business Solutions, Inc., a software development company that specializes in Decision Support Systems/Business Intelligence solutions and services.  Prior to ASI Business Solutions, Bobby worked with small business government contracting firms for over fifteen years and has successfully supported expanding the government contracting business base of these firms.

Scott A. Orbach is co-founder and President of EZGSA. Mr. Orbach has more than 15 years of experience in the business consulting and contract management arena. An accomplished speaker, he serves as EZGSA's spokesperson and leads informational seminars throughout the United States on topics such as GSA Schedules and government contracting. Prior to co-founding EZGSA in 1999, Scott served as Director of Finance at Koba Associates and as Chief Financial Officer at Cambridge Research Associates, both government contractors. More recently, Mr. Orbach served as president and co-founder of MidLantic Contract Management, which provided IT, financial, GSA Schedule, Deltek, and DCAA consulting to government contractors.
